The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are waged: positive announcements are issued from various governments. Considerable effort is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through timely intelligence. From observation points, military aircraft that had been deployed to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense activated: multiple launches deployed against a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't hit its mark this time, preventing destruction from ruin and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: multiple fatalities, destruction and heating outages in numerous residences as a result of the evening attack. As always, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a reliance that regional partners are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new initiative from American administration adheres to the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a premise understood by international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is impossible to force Russia to relinquish the areas that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not evolve additionally in its benefit in the coming year.

Opposing Positions

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
